Supporting Local Administrations

In Jordan, Qudra supports the improvement of the financial sustainability of the municipalities of Mafraq, Sarhan and Ramtha. With this support, the three municipalities will be better equipped and able to provide good quality public services to host communities and refugees alike that are in line with the implementation of Jordan’s decentralisation law.

More specifically, the support is focused on organisational development, financial management and fiscal autonomy, as well as the reduction of energy expenditure. By fostering greater interaction and participation in budget issues among public entities, civil society and communities, the measures aim to strengthen social cohesion. The overall goal is to enable municipalities to efficiently manage their budgets, excel in operational management, and to put in place participatory decision-making features involving both local authorities and local populations.

Within the scope of Qudra, the implementation of this module in Jordan is coordinated by the Spanish Agency for International Development Cooperation(AECID) with technical assistance for the municipalities provided by Cooperación Espanola (FIIAPP).

The focus of the action in the Kurdistan Region of Iraq/KRI is twofold:

1. Strengthening the administrative structures at the level of governorates, 
2. Supporting quick impact projects (QIPs) with direct benefits to refugees, IDPs an vulnerable host communities.

Qudra supports the regional government in North Iraq in strengthening the Joint Crisis Coordination Centre (JCC) and its governorates’ offices in Erbil, Dohuk and Sulaymaniyah. JCC operates as a coordination hub of the region’s crisis response network. Qudra’s institutional and human capacity development efforts target essentially the strategic and operational levels in the priority areas of administration, management and leadership. This support is also provided to other government entities at the governorate level that work on strengthening resilience and sustainable development. This contributes developing sustainable structures and capacities within the local administrations to cope with the short and long-term effects of the current and future crises.

Qudra, in cooperation with the regional government and strong support from its political partners in the Kurdistan Region of Iraq/KRI, has set up a facility to provide funding and technical support for community-based projects benefiting refugees, IDPs and local population in host communities in order to improve access to and provision of basic services. This action, guided by community participation and ownership as the essential principles, improves the living conditions of the local and displaced populations residing in host communities.

Within the scope of Qudra, this module is being implemented by GIZ and Hungarian Interchurch Aid (HIA).
